Entirely within Juz 13

Surah Ar-Ra’d, “The Thunder,” is the thirteenth chapter of the Quran, a Madani surah of 43 verses contained entirely within Juz 13. It is named for verse 13, where the thunder itself is described as glorifying Allah’s praise, and the angels glorify Him out of awe. It is one of the Quran’s most atmospheric chapters: the sky darkens, the rain falls, the valleys flow, and every element of the scene becomes a parable of truth and falsehood, guidance and misguidance.

Ar-Ra’d addresses a community that had seen both the triumphs of faith and the persistence of denial, and its message is about certainty in an uncertain world. The disbelievers demand a miraculous sign; the surah answers that the signs are already everywhere, in the thunder, the rain, the crops, and the alternation of night and day, and that the real question is not whether signs exist but whether hearts are willing to see them. At its center stands one of the most beloved verses in the Quran: “Unquestionably, by the remembrance of Allah hearts are assured” (13:28). This guide covers the surah’s themes, its key verses, and the full Arabic text.

Coming after Surah Yusuf‘s intimate story of one man’s trials, Ar-Ra’d widens the lens to the cosmos itself, showing that the same Allah who planned Yusuf’s life with such subtlety also commands the thunder and the rain. It is the surah for anxious hearts, and its prescription is remembrance.

Themes and Key Topics of Surah Ar-Ra’d

Ar-Ra’d’s 43 verses move through four great themes: the truth of revelation, the signs in creation, the contrast between truth and falsehood, and the qualities of the people of understanding. The surah’s imagery of water and thunder ties them all together.

The Book and Its Authority

The surah opens with the mysterious letters Alif-Lam-Mim-Ra and the declaration that these are the verses of the Book, and that what has been revealed to the Prophet from his Lord is the truth, though most people do not believe. The disbelievers’ demand for a sign is answered twice: first, that Allah guides to Himself whoever turns to Him, and misguidance is the consequence of turning away, not of missing evidence; second, that even if a Quran could move mountains, split the earth, or make the dead speak, it would not convince those who have decided not to be convinced. The surah locates the problem of disbelief not in the lack of proof but in the refusal of the heart.

Thunder, Rain, and the Parable of the Flood

Verses 12 to 17 form the surah’s great nature passage. Allah shows the lightning, inspiring fear and hope; the thunder glorifies His praise; He sends the thunderbolts and strikes with them whom He wills. Then comes the rain: Allah sends down water, the valleys flow according to their measure, and the flood carries a swelling foam. From this the surah draws its central parable: the foam, impressive but insubstantial, is like falsehood, which Allah eliminates, while what benefits people remains in the earth, like truth. Every rainstorm becomes a sermon: truth settles and nourishes, falsehood froths and vanishes.

The passage also contains one of the surah’s most quoted lines about human agency: “Indeed, Allah will not change the condition of a people until they change what is in themselves” (13:11). Set among verses about angels guarding each person by Allah’s command, it balances divine decree with human responsibility: change begins within, and Allah’s help follows the turning of the heart.

The People of Understanding

Verses 19 to 24 describe ulul albab, the people of understanding, in one of the Quran’s most beautiful character portraits. They fulfill Allah’s covenant and do not break it; they join what Allah commanded to be joined; they fear their Lord and the evil reckoning; they are patient seeking His countenance; they establish prayer; they spend secretly and openly; and they repel evil with good. Their reward is described in tender detail: angels entering upon them from every gate with the greeting “Peace be upon you for what you patiently endured.” The passage is both a definition of the righteous and a promise that their patience is seen.

The Consolation of the Prophet

The surah closes by comforting the Prophet about the mockery he faces: messengers before him were mocked too, and Allah gave the mockers respite before seizing them. His duty is delivery, not compulsion; Allah’s is the reckoning. Verse 43 ends the surah with the disbelievers’ denial of his messengership answered by Allah Himself as witness, along with whoever has knowledge of the Scripture. The surah that began with the truth of the Book ends with the truth of its bearer.

Rain falling over green valleys and fields from dark clouds
Rain on the valleys: truth remains, falsehood vanishes like foam

Virtues and Benefits of Surah Ar-Ra’d

Ar-Ra’d’s virtue is concentrated in a single verse that has comforted more anxious hearts than perhaps any other in the Quran: 13:28, “Unquestionably, by the remembrance of Allah hearts are assured.” The verse is recited in grief, in anxiety, in the small hours of worry, and it carries a divine guarantee: the restlessness of the heart has a cure, and the cure is dhikr. The surah does not promise the removal of troubles; it promises the settling of the heart within them, which is the greater gift.

The surah is also the chapter of the thunder’s own worship. Verse 13 describes the thunder glorifying Allah’s praise, a reminder that the entire cosmos is engaged in worship, and that the believer’s dhikr joins a chorus already underway. Reading the surah during a storm is a beloved practice for this reason: the sky itself seems to recite along.

Beyond comfort, the surah builds understanding. Its parable of the foam trains the reader to distinguish the substantial from the showy in every part of life: in arguments, in wealth, in reputations, in religious claims. And its portrait of the people of understanding gives the believer a checklist for the examined life: covenant, kinship, fear, patience, prayer, charity, and the repelling of evil with good. Few short surahs offer so much practical guidance.

Key Verses Explained

The verses of Ar-Ra’d that are most quoted and most needed.

Hearts Find Rest in Remembrance (13:28)

“Those who have believed and whose hearts are assured by the remembrance of Allah. Unquestionably, by the remembrance of Allah hearts are assured.”” (13:28)

The surah’s heart and one of the most famous verses in the Quran. The context matters: it comes after the disbelievers demand a sign, and Allah answers that He guides whoever turns to Him, and that the believers are those whose hearts find rest in His remembrance. The verse diagnoses anxiety at its root: hearts are restless because they are far from their source, and remembrance is the return. “Unquestionably” leaves no room for doubt about the prescription.

Allah Will Not Change a People Until They Change (13:11)

“For each one are successive [angels] before and behind him who protect him by the decree of Allah. Indeed, Allah will not change the condition of a people until they change what is in themselves. And when Allah intends for a people ill, there is no repelling it. And there is not for them besides Him any patron.” (13:11)

One of the most cited verses in the Quran on reform, personal and collective. The angels guard each person by Allah’s command, yet the condition of a people, their blessings or their afflictions, changes only when what is within them changes. The verse places responsibility squarely on human shoulders: waiting for circumstances to improve without inner change is waiting in vain.

The Thunder Glorifies Him (13:13)

“And the thunder exalts [Allah] with praise of Him – and the angels [as well] from fear of Him – and He sends thunderbolts and strikes therewith whom He wills while they dispute about Allah; and He is severe in assault.” (13:13)

The verse that names the surah. The thunder, which terrifies the heedless, is itself engaged in glorifying Allah, and the angels join it out of awe. The verse reframes every frightening force of nature as a worshipper, and it reminds the reader that power belongs entirely to Allah: He sends the thunderbolts and strikes with them whom He wills, while the disputers argue about Him in vain.

Truth Remains, Falsehood Vanishes (13:17)

“He sends down from the sky, rain, and valleys flow according to their capacity, and the torrent carries a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus Allah presents [the example of] truth and falsehood. As for the foam, it vanishes, [being] cast off; but as for that which benefits the people, it remains on the earth. Thus does Allah present examples.” (13:17)

The surah’s great parable, drawn from the rain and the flood. Falsehood is the foam: loud, visible, impressive for a moment, then gone. Truth is the water that settles into the earth and benefits people. The verse is recited as comfort against every noisy falsehood of the age: froth does not last, and the quiet truth underneath it does.

Repel Evil with Good (13:22)

“And those who are patient, seeking the countenance of their Lord, and establish prayer and spend from what We have provided for them secretly and publicly and prevent evil with good – those will have the good consequence of [this] home -” (13:22)

The climax of the portrait of the people of understanding. After patience, prayer, and charity, the verse names their social ethic: they repel evil with good. Not with equal evil, not with withdrawal, but with the active overcoming of wrong by right. The reward that follows, angels greeting them from every gate of Paradise, shows how highly Allah values this character.

To Him [alone] is the supplication of truth. And those they call upon besides Him do not respond to them with a thing, except as one who stretches his hands toward water [from afar, calling it] to reach his mouth, but it will not reach it [thus]. And the supplication of the disbelievers is not but in error [i.e. futility].

And to Allah prostrates whoever is within the heavens and the earth, willingly or by compulsion, and their shadows [as well] in the mornings and the afternoons.

Say, "Who is Lord of the heavens and earth?" Say, "Allah." Say, "Have you then taken besides Him allies not possessing [even] for themselves any benefit or any harm?" Say, "Is the blind equivalent to the seeing? Or is darkness equivalent to light? Or have they attributed to Allah partners who created like His creation so that the creation [of each] seemed similar to them?" Say, "Allah is the Creator of all things, and He is the One, the Prevailing."

He sends down from the sky, rain, and valleys flow according to their capacity, and the torrent carries a rising foam. And from that [ore] which they heat in the fire, desiring adornments and utensils, is a foam like it. Thus Allah presents [the example of] truth and falsehood. As for the foam, it vanishes, [being] cast off; but as for that which benefits the people, it remains on the earth. Thus does Allah present examples.

For those who have responded to their Lord is the best [reward], but those who did not respond to Him – if they had all that is in the earth entirely and the like of it with it, they would [attempt to] ransom themselves thereby. Those will have the worst account, and their refuge is Hell, and wretched is the resting place.

And if there was any qur'an by which the mountains would be removed or the earth would be broken apart or the dead would be made to speak, [it would be this Qur'an], but to Allah belongs the affair entirely. Then have those who believed not accepted that had Allah willed, He would have guided the people, all of them? And those who disbelieve do not cease to be struck, for what they have done, by calamity – or it will descend near their home – until there comes the promise of Allah. Indeed, Allah does not fail in [His] promise.

Then is He who is a maintainer of every soul, [knowing] what it has earned, [like any other]? But to Allah they have attributed partners. Say, "Name them. Or do you inform Him of that which He knows not upon the earth or of what is apparent of speech?" Rather, their [own] plan has been made attractive to those who disbelieve, and they have been averted from the way. And whomever Allah leaves astray – there will be for him no guide.

For them will be punishment in the life of [this] world, and the punishment of the Hereafter is more severe. And they will not have from Allah any protector.

The example of Paradise, which the righteous have been promised, is [that] beneath it rivers flow. Its fruit is lasting, and its shade. That is the consequence for the righteous, and the consequence for the disbelievers is the Fire.

36:36 Wallazeena aatainaa humul Kitaaba yafrahoona bimaa unzila ilaika wa minal Ahzaabi mai yunkiru ba'dah; qul innamaa umirtu an a'budal laaha wa laaa ushrika bih; ilaihi ad'oo wa ilaihi maab

And [the believers among] those to whom We have given the [previous] Scripture rejoice at what has been revealed to you, [O Muhammad], but among the [opposing] factions are those who deny part of it. Say, "I have only been commanded to worship Allah and not associate [anything] with Him. To Him I invite, and to Him is my return."

37:37 Wa kazaalika anzalnaahu hukman 'Arabiyyaa; wa la'init taba'ta ahwaaa 'ahum ba'da maa jaaa'aka minal 'ilmi maa laka minal laahi minw waliyinw wa laa waaq

And thus We have revealed it as an Arabic legislation. And if you should follow their inclinations after what has come to you of knowledge, you would not have against Allah any ally or any protector.

38:38 Wa laqad arsalnaa Rusulam min qablika wa ja'alnaa lahum azwaajanw wa zurriyyah; wa maa kaana lirasoolin ai yaatiya bi aayatin illaa bi iznil laah; likulli ajalin kitaab

And We have already sent messengers before you and assigned to them wives and descendants. And it was not for a messenger to come with a sign except by permission of Allah. For every term is a decree.

39:39 Yamhul laahu maa yashaaa'u wa yusbitu wa 'indahooo ummul Kitaab

Allah eliminates what He wills or confirms, and with Him is the Mother of the Book.

And whether We show you part of what We promise them or take you in death, upon you is only the [duty of] notification, and upon Us is the account.

41:41 Awalam yaraw annaa naatil arda nanqusuhaa min atraafihaa; wallaahu yahkumu laa mu'aqqiba lihukmih; wa Huwa saree'ul hisaab

Have they not seen that We set upon the land, reducing it from its borders? And Allah decides; there is no adjuster of His decision. And He is swift in account.

And those before them had plotted, but to Allah belongs the plan entirely. He knows what every soul earns, and the disbelievers will know for whom is the final home.

43:43 Wa yaqoolul lazeena kafaroo lasta mursalaa; qul kafaa billaahi shaheedam bainee wa bainakum wa man 'indahoo 'ilmul Kitaab

And those who have disbelieved say, "You are not a messenger." Say, [O Muhammad], "Sufficient is Allah as Witness between me and you, and [the witness of] whoever has knowledge of the Scripture."

FAQ

Why is Surah Ar-Ra’d called “The Thunder”?

It is named for verse 13, which describes the thunder as glorifying Allah’s praise, with the angels glorifying Him out of awe. The thunder, lightning, and rain run through the surah as signs of Allah’s power and as the basis for its central parable of truth and falsehood.

Is Surah Ar-Ra’d Makki or Madani?

It is a Madani surah, revealed in Madinah, though its themes of signs in creation and the truth of revelation resemble Makkan discourse. Its 43 verses are contained entirely within Juz 13, making it the most compact surah in this series.

What does “by the remembrance of Allah hearts are assured” mean?

Verse 28 promises that hearts find rest and assurance through dhikr, the remembrance of Allah. Classical commentators explain that the heart’s restlessness comes from distance from its Creator, and that remembrance, through prayer, Quran, and glorification, returns it to its natural state of peace. The verse is among the most recited in the Quran for anxiety and grief.

What is the parable of the foam in Surah Ar-Ra’d?

Verse 17 compares falsehood to the foam carried on a flood: it looks impressive but vanishes, while the water that benefits people remains in the earth. The parable teaches that truth is substantial and lasting while falsehood, however loud, is insubstantial and temporary.

Who are the “people of understanding” in Surah Ar-Ra’d?

Verses 19 to 24 describe them: those who fulfill Allah’s covenant, maintain the ties He commanded, fear their Lord, are patient seeking His countenance, establish prayer, spend secretly and openly, and repel evil with good. Angels will greet them in Paradise from every gate with peace for their patience.

What does 13:11 mean about Allah changing a people’s condition?

The verse states that Allah will not change the condition of a people, their blessings or afflictions, until they change what is in themselves. It establishes that reform begins inwardly, with the heart’s turning, and that divine help follows human change rather than preceding it.

Final Thoughts

Surah Ar-Ra’d is the Quran’s reminder that the universe is already preaching, if we would only listen. The thunder glorifies, the rain teaches, the foam warns, and at the center of it all, the human heart is offered its rest: remembrance. When the noise of the world grows loud, return to verse 28, and let the surah do what it promises. The storm passes, the foam vanishes, and what remains is the truth, and the heart at peace.
